Hughes, a long time Bush insider, served as key counsel and Undersecretary of State for Public Diplomacy and Public Affairs during the administration. Former New Hampshire Governor and Senator Judd Gregg stood in for both Al Gore and John Kerry during President Bush’s 2004 and 2008 debate prep.
