Coronavirus concerns dominate this week's 5 most-read Dallas stories

Editor's note: A lot happened this week, so here's your chance to get caught up. Read on for the week's most popular headlines.

1. UT Southwestern sounds alarm on COVID-19 surging in Dallas-Fort Worth. Dallas County was seeing an increasing number of coronavirus cases every day for nearly two weeks, and healthcare professionals sounded an alarm. In a live presentation June 22, infectious disease specialists from UT Southwestern Medical Center shared a model predicting that Dallas-Fort Worth will see a surge in COVID-19 cases in the coming weeks, and cautioned residents to remain diligent in their precautions as a way to stave it off.

2. TABC suspends 2 Dallas bars for not following safe COVID-19 policies. The Texas Alcoholic Beverage Commission suspended a dozen bars across Texas last weekend, part of an initiative to make sure bars were observing best practices to curb coronavirus. That included two bars in Dallas. (On Friday, June 26, Gov. Greg Abbott shut down all bars in Texas in response to a COVID-19 surge.)

3. Face masks are now a mandatory thing in Dallas County. Dallas is finally on board with mandatory masks. After much back and forth between Dallas County and the state of Texas, the Dallas County Commissioners Court voted to require that businesses tell customers to wear face masks or face a fine of up to $500. The measure was adopted during a June 19 emergency meeting called by Dallas County Judge Clay Jenkins.

4. Chic new black-owned restaurant-cocktail bar lands in downtown Dallas. A food & beverage veteran from Houston is opening a plush new restaurant and bar in downtown Dallas. Called True Kitchen + Kocktails, it will open at 1933 Elm St. the historic Hart Building in downtown Dallas behind the Majestic Theatre, with comfort food, craft cocktails, live music, and DJs.

5. Texas could be home to 4 of country's 10 largest cities in 2021, expert says. It appears Dallas, Houston, and San Antonio soon will welcome Austin as a new member of their elite club — the 10 largest cities in the U.S. As it stands now, Austin ranks as the 11th largest city in the country. But a new projection indicates that sometime next year, Austin will leapfrog San Jose, California to claim the No. 10 spot.

One Texas city is on the brink of becoming the nation's 10th largest.

Beachy tiki-styled bar to surf into Downtown Plano, pina coladas in hand

They'll have frozen pina coladas, what else do you need to know.

Surf's up in Plano with a fun new venue coming soon: Called Coco Beach, it's a tiki-themed bar and restaurant diving into historic Downtown Plano, with an opening targeted for December.

It's located at 1032 E. 15th St., in what was most recently a failed location of the Zalat Pizza chain but was at one time the Queen of Hearts magic shop at the corner of Avenue K.

Coco Beach is from Jacqulyn Hrna, an enthusiastic entrepreneur with experience in both the real estate and bar industries, who wanted to open something that celebrates her love for the beach.

"When I saw that building on the corner, I jumped in and said, 'I'm going for my beach bar'," she says. "I'm a beach girl, I was born in California, and my family was from Florida. We go to the beach every year, on the 4th of July — we go to Destin Beach, which forms the centerpiece of a big mural we've put in the restaurant."

The space has a full kitchen so they'll serve food as well as drink.

"My thought process is to start off with a limited menu — a half dozen appetizers, a handful of entrees, some desserts — and then add more items after we're sure we can execute it well," she says.

"For the bar, we'll definitely have frozen drinks including our signature pina colada, the Coco Colada," she says. "We'll also have a draft system, one that includes a mixed drink like mai tais on tap, with the idea to mix it up according to the season."

They'll keep late-night hours, too.

"We'll be open from 11 am-2 am, and eventually try to do breakfast, with early football games," she says. "We're putting in a bunch of 55-inch TVs to show as many games as we can."

The most distinctive decorative element will surely be the two thatched tiki huts they're installing on the front corners of the building, making this bar extra easy to find.

Beyond her beach crush, Coco Beach also serves as a tribute to a bar legend who passed away in 2021.

"In my 20s, I worked for Clark Boeken, a well-known operator, and learned so much about how to run a bar," she says. "He opened many bars in his lifetime, including a bar in San Antonio called Coco Beach — I think he would be honored."

MiniLuxe manicures are now offered to-go.

An acclaimed Dallas-area nail studio is now delivering manis and pedis straight to customers' doors: MiniLuxe has launched a digital platform called MiniLuxe Anywhere for nail services to-go in DFW.

"We are thrilled to be expanding the reach of Miniluxe Anywhere in the Dallas metropolitan area," says Ting Ting Guo, GM Head of MiniLuxe Anywhere. "We hope our new digital platform will better serve the local audience by making nailcare more accessible and convenient, anywhere they are.”

Services offered include:

  • No-Polish, Basic, Signature, and Gel Manicures ($25-$50)
  • No-Polish, Basic, Signature, and Gel Pedicures ($36-$60)
  • Add-ons like callus treatments, French finish, deluxe massage, performance polish, and gel polish removal ($10-$15).

Customers book directly through the MiniLuxe Anywhere portal.

Up to three guests can be booked per appointment — for the same nail designer or multiple designers for an additional fee. (Note that gratuity is not included in the quoted price, and 25 percent will be added automatically after the service, per the website.)

Group bookings for parties and showers can be made by emailing anywhere@miniluxe.com or submitting an event request form.

Currently, the MiniLuxe Anywhere service is available in within 30 miles of the Dallas city limits, and specifically in Plano, Carrollton, and Grapevine, the company says. Appointments can be booked 8 am-8 pm daily.

MiniLuxe currently has physical salon locations and studios in Highland Park, NorthPark Center, The Shops at Legacy, Uptown, and West Village (exact studio locations can be foundhere).

The company says MiniLuxe Anywhere is meant to be an extension of the hygienic, high-quality services they've become known for (using non-toxic nail polishes, for example) — especially in these post-pandemic days, when there's increased awareness of health and safety concerns.

"With consumer safety and nail tech empowerment at the forefront of each salon, MiniLuxe is setting the standard of what every salon experience should be (even from the comfort of your own home!) in an effort to overhaul the nail industry as a whole," the company says in a release. "MiniLuxe combines pioneering clean salon standards, including non-toxic services and products, surgical grade sanitized instruments, no-circulating whirlpool pedicure baths, as well as market-driven standards including prioritization of nail health, safety and hygiene, and an emphasis on fostering nail artist’s creativity and wellness."

The Marvel Cinematic Universe and writer/director Ryan Coogler find themselves in almost an impossible position with the long-anticipated Black Panther: Wakanda Forever. The death of star Chadwick Boseman in 2020 left a gaping hole in both the ongoing MCU and in Coogler’s story plans for this film, which likely had to be mostly scrapped in the absence of his character, King T’Challa.

And so, like much of the MCU’s Phase Four films, Wakanda Forever feels tenuously patched together. Coogler and co-writer Joe Robert Cole address the elephant in the room right away, starting the film with T’Challa’s (off-screen) death, a sequence that is as elegantly handled as possible. It is the first of multiple times in the film that characters like his sister Shuri (Letitia Wright) and mother Ramonda (Angela Bassett) grapple with the loss, moments that never fail to bring big emotion into the film.

At first, it feels like the film’s main storyline will be successful, introducing a new group of beings, led by Namor (Tenoch Huerta), who live underwater in a country they call Talokan. Like Wakanda, they live in an area that’s rich with vibranium, which makes their deep-sea land a target for countries eager to be on a level playing field with Wakanda. Naturally, they defend their territory at all costs, with the mysterious nature of the Talokans leading to them being confused for Wakandans.

Early conflicts between the Talokans and Wakandans are suitably entertaining, with the Talokans – featuring blue skin, masks filled with water to be able to breathe at all times, and possible regenerative properties – seemingly indomitable. But as the film goes along, and especially in the final act, the battle scenes become repetitive and filled with subpar CGI that takes the viewer out of the necessary escapism mode.

The film works best when it returns to the personal aspects of the story. Without the presence of T’Challa, the film becomes mostly about the women of Wakanda, including Shuri, Ramonda, Nakia (Lupita Nyong’o), and warrior Okoye (Danai Gurira). The way each adapts to their new or adapted roles is much more interesting than any of the fights. Coogler also takes time to give the history of Namor and the Talokans, making them deeper than other nemeses in comic book films.

When it comes time for a particular character to finally take up the mantle of Black Panther again, the reveal is not much of a surprise. But whether it’s the reluctance of that character, the appearance of the character in the suit, or the incoherence of the scenes showing off that person’s skills, there’s little that’s exciting about the newly-minted superhero.

It’s also disappointing that – after the world-building and addressing of real-life racial issues in the first film – this film doesn’t push harder in that regard. Coogler and the production team, especially costume designer Ruth E. Carter, make Wakanda as real as ever, but the implicit promise T’Challa makes at the end of the first film - that Wakanda would be a beacon for Black people around the world - is only lightly addressed.

There is little the filmmakers could do about it, but the film misses Boseman’s larger-than-life aura. Much of the film centers on Shuri, but Wright is better as a supporting actor than a lead. A better choice would have been Bassett, who is as strong as ever, or Nyong’o or Gurira, who are each compelling in their roles. Winston Duke once again makes the most of his brief appearances as M’Baku.

For all its faults, Black Panther: Wakanda Forever is still the most watchable of the recent slate of MCU films. The central conflict doesn’t yield many rewards, but the film wears its emotions on its sleeve, giving fans permission to publicly grieve the generational talent gone too soon.
